Windows Vista "Failure Security Options" on shutdown?

I occasionally am getting the above message.

Logon process has failed to create the security options dialog.

Failure Security Options.

This is occurring during a slow shutdown.  I usually have to click on
shutdown twice.

Appreciate any help with this problem message.................................

Have you gotten anything from MicroSoft on what is causing this and what you
need to do to fix the problem? All I ever see is replies from companies
trying to scam you with spyware/virusware/register fix, etc.
This happens to me on a BRAND NEW, out-of-the-box Toshiba. I turned off the
auto-update functions for ALL software since it seemed to start after a
download of some SP for Vista. I would sure like to see MS step up and own
this issue and send From the box" restore every 3-4 days.out a fix. Quite
frankly, I'm tired of doing a "
