I believe the permissions in my guestbook page my be too restrictive.  I am
running 2003 SP1 and have applied the security configuration Wizzard.  IIS is
on a domain controller, and MS loves it there. 

I have created a test website with the guestbook from frontpage, but it will
not allow any writing, and states:

FrontPage Error.
User: please report details to this site's webmaster.
Webmaster: please see the server's application event log for more details.

This is frustrating and has taken me some time with no success.  Here are

Check your guestbook file permissions to make sure IUSR_<machine_name> has write permissions.

Have you checked the event log to see if anything is being logged about it in there? (the error message FP provided is less than helpful IMHO).

you are correct, that FrontPage message is equivalent to going to a doctor's
appointment and saying, I hurt." 

Below is the log from IIS, where I attempt to write to the name.htm file. 
Do you think it could be related to a group policy setting?  I have use the
group policy templates for high security on the domain controller that IIS
resides on.

I tend to stay well away from FP as I don't like it (too much hassle IMHO, especially as I can do most of things FP can in bog standard ASP/VBScript). The HTTP codes it's showing is 304 (Not Modified) and 200 (OK), neither of which are actually error messages, so whilst it's obvious where the error is coming from (in this case FP), why it's actually occuring is to be honest, rather confusing (for myself anyway).

It's quite possible that it's a group policy setting causing this. Unfortunately I don't use those either, so would have no idea where to reccomend looking (I know that doesn't help and apologise in advanced. Hopefully one of the IIS experts will be along soon to advise you).
