I'm going in circles trying to figure this out without any luck.  I disabled
anonomous access and am using basic authentication (integrated unchecked as
well).  I have created a local user on the IIS 6.0 server and assigned this
user NTFS permissions to directories in question.

From the outside world enter the url which is secure https and am challenged
for username / password, good this is what i want, asp page loads.  I then
try and select a file which is in a subdirectory and I am asked again for the
username / password.  I have confirmed permissions are being inherited via
ntfs.  Is there some hidden flag in IIS I am missing???

Are there other resources being accessed (images maybe?) that are outside
the path?

everyhting being accessed is within this directory (csv files) including the
asp file which loads

Can you test with a non-csv file?  I suspect that MS Excel is trying to
access it with read/write permissions.
