When attempting to access the configure server extension tab I am receiving
the following error

You are not authorized to view this page
You do not have permission to view this page using your current user account.
Please try the following:
•  If you have another user account with a higher level of permission, click
your browser's Back button to try again using that account.
•  If you believe you should be able to view this page, contact the Web site
administrator.

I am logged in as the administrator

I don't think this is an IIS issue per se - it seems you are trying to
configure FPSE (Frontpage Server Extensions). FPSE implements an ISAPI
filter that overrides default IIS behaviour. I would see if you can find an
FPSE group and ask this question there.

You must enable the Integrated Windows authentication (under the Directory
Security tab) for either the root web (/) or for /_sharepoint virtual
directory.
