Pop3 Service Login Failure using Local Windows Account Authenticat

Hi everyone, we have a POP3 service running on a Win2K server using Local
Windows Account authentication and Secure Password Authentication is not
enabled. There is one domain with one email account.

We are unable to login via Telnet from another server using that local
windows account from the POP3 server. It returns Login Failure for all
combinations of account information as follows:

Account
acco***@domain.com
server name/account
server name/acco***@domain.com

Not sure where to turn next. May have something to do with the local
security policy on that Pop3 server.

Any ideas would be appreciated.

Is there anything in the event log?
