Microsoft access cannot open this file

When try6ing to open a database from the wwwroot directory on Inetpub on our
intranet, an error occurs saying the file is not accessible.  The error
message is as follows: 'This file is located outside your intranet or on an
untrusted site.  Microsoft Access will not open the file due to potential
security problems.  To open the file, copy it to your machine or an
accessible network location.'  The problem is we do not want to move the
database.  The computer has admin privileges to the network.
