How do I join  Access 2007 to a workgroup in order to open a Access 2003
database with the same security permissions that existed before upgrading to
Access 2007?

You can create a desktop shortcut with a target of
"path to 2007 msaccess.exe" "path to 2003 mdb" /wrkgrp "path to secure mdw"

Always OpenTo Suggestions
I just started Access 2007 this morning.  In access 2003 you could get to
security via the menu structure.  Is there a way of doing that in 2007?  I
find the new menu's very cumbersome, but I pradled thru them and was not able
to find anything on security.

If you are using the new accdb file format, there is no security - it was removed.  If you use the mdb format, it still supports security.

Not positive where the security items are, but there is an excel download at the bottom of this page that contains all the old menu -> ribbon mappings.

You don't need to do that silly shortcut thing.  If you want to know
how to join your workgroup email sturdygrind***@yahoo.com and ask.

True, you don't have to use a shortcut.  But it's not a good idea to make a secure mdw the default.
