Limit users to a form?

I have a form that generates the desired output based upon user slecting from
3 list boxes and hitting a button. I have currently been using the shift-open
method to hide the data and believe it or not it worked for quite a while.
Now that people are starting to get into the back end and play with the data
I am having version control issues arrise. I am looking for a way to limit
users to the form (password, etc...) so that they cant gain access to any of
the tables and/or add custom properties to the form to run their own reports.
Any suggestions?
