Users and Groups list empty

Running Access 2000:  I am having problems opening any database file...from
an old one that worked previously to a brand new database.  Whenever I open a
database (new or old) and attempt to open a table, I get the message box with
the yellow exclamation point that says simply 'Unknown.' 

I believe this is related, but when I try to set security by going to Tools
-- Security -- User and Group Accounts, I get the message 'in query
expression 'MSysAccounts.Name'.'    Upon clicking OK the message repeats,
then after clicking ok again, I am taken to the 'User and Group Accounts'
window.  Once here, the 'User' list is empty(Users tab), as is the Group
List.  If I change to the Groups tab, there are no groups listed.  Changing
to the 'Change Logon Password' tab, it shows the 'User Name:' as being admin,
then asks for the old and new password (twice).

If I attempt to create a new user, even though it doesn't show up on the
list, I get a message stating the user already exists.  If I add a user with
a name I know is not there, I can successfully add the user, but it does not
show up in the user list.

This whole issue started when I was fixing an error importing addresses into
Outlook Express.  I removed IE6 and OE 6, ran IE Eradicate to completely
remove.  I then reinstalled a fresh version of IE6 & OE6.  The address book
import now works properly, albeit very slowly, but since that I have not been
able to work with Access databases without getting these cryptic messages.

I have also removed and reinstalled MS Office 2000 twice, and installed all
service packs (1-3) for office and reinstalled Win2K SP4.

Let me know if you need additional info.  I am at a loss.

How can you "open a table" in a "new database" unless you previously
added a table successfully? Exactly what happens (step by step) when
you create a /brand new/ database?

If you've been fooling around with security, this might have
complicated your problem - whatever it is!

Personally, I'd proceed as follows.

   1. Use the workgroup administrator function to (re)select the
standard, default workgroup file (system.mdw);

   2. Close Access;

   3. Rename that workgroup file to something else;

   4. Start Access; I *think* (but am not 100% sure) that this will
create a new, default workgroup file;

   5. Now create a new database;

   6. Then try adding a simple table & form.

Tell us exactly what errors occur at each step.

Alternatively, you may find you get /no/ errors at any step above. In
which case, you have possibly stuffed-up your previous workgroup file
and/or database security settings.
