How do I get back into a database as the administrator once I have given
another user permission?  Right now I'm locked out and can't figure out a way
to get back in.

I would appreciate any help because as it looks right nowI'm going to have
to build the database all over.

I'm not totally sure what your problem is. Are  you getting an error message
when you attempt to open the database?

I think I might be having the same problem.  I get an error message when
trying to open one of my databases that says "You do not have the necessary
permissions... Have your system administrator or person who created this
object establish the appropriate permissions for you."

How do I get back in?  I am the creator of the object.

The problem is I am the creator of the database.  I gave user permission to
someone else, which somehow got me locked out of the database.  I am now
getting the message that "You don't have the necessary permissions..."  Is
there anyway to regain access as a full administrator?

Can you change permissions whilst logged on as the other user?  Does holding
the shift key down as you open it help?  I fear you may have learned the
hard way that you should always work on copies of your files.
