Is it possible to remove or change the "F11" function as well as the "Shift"
function to access the database window when starting up a database?

Tools, startup and uncheck Use Access Special Keys will turn off F11 and you
can disable the shift key bypass.  Look at

http://www.mvps.org/access/modules/mdl0011.htm
and
http://www.mvps.org/access/general/gen0040.htm
