I would like to send out a database but only allow users to access the forms
tab. Is this possible?

When I read and responded to your posting my eyes conveniently missed the
word "tab".  The answer is "no" but you should really be hiding the entire
database window from your users and let them navigate using forms.  You hide
the db window using the startup options.
