user level security

I am trying to set user level security in my database, but i can't access the
wizard (it's grayed out)

Than the your database is not a MDB format. (if you're using Access 2007).

It' on the Ribbon Database Tools - Administer - User and Permissions. You
should see the Replication Option there too.

If it's greyed out, it's likely that your file type is a ACCDB format for
2007.

Can I convert the database to a MDB format and then have access to the
security options? (I'm using Access 2007)

Yes, you can convert the accdb format to mdb.

Click the office button Save As - select the format on the right pane. Only
thing is you can't convert is the A97 and older version.
