Hi,
I have followed all steps required to secure a mdb file (reported in most
sites & books), covering removing Admin from Admins group, Creating a new DB
admin and owner, importing all objects, removing all permission from all
Users (including default Admin), still when I try the secured mdb on a fresh
PC with Default system.mdw, Admin seem to open DB and all objects. I have
tried this on Access XP, 2003 and 2007 and all to no success.
The short cut for my.mdw method is OK, but defaul Admin are able to open the
securd mdb file (which they should not)

I am grateful to any comments as to what could be going wrong with my ULS,

You have missed a step - each and every step must be followed; don't
skip a single thing.

From your description:
You didn't create a new mdw file (note that doesn't mean copy system.mdw)

After creating a new admin user, you need to close Access, and reopen it
using your new mdw file and logging in as your new DB owner; then import
  all the objects.

Yes, I did create new security workgroup mine.mdw, but I was not joined to
it
(as new owner/administrator) when creating new DB and importing objects,
