I sent a .mdb file to another user as an attachment on an email after
changing the extension to .txt. He changed the extension back to .mdb and
went to open it on a newly installed version of access 2002 on a stand alone
computer running XP. He received the "Microsoft Access cannot open this file.
This file is located outside your intranet or on an untrusted site. Microsoft
Access will not open the file due to potential security problems.To open the
file, copy it to your computer or an accessible network location. " message.
He have since moved the file to different locations including My Documents
and  "C:\" and renamed it several times with a .mdb extension. Still no luck.
There are no visible "." in the name(except before the extension). The file
was created in Access 2002 and works fine on my computer. There are no
passwords or macros involved.

He's running Windows XP sp1 or later.  He needs to unblock the file.  Open
Windows Explorer, right click on the file name and select properties.  There
should be an "Unblock" button in the lower right side.  He needs to push that
button.

It's a Windows security feature that prevents mdbs not created on your
computer (like downloaded from the Web or email attachments) from running.
You have to unblock each file individually.
