Form Design security

Is there a simple way (without using passwords and setting up different
groups) to prevent Users from making any change in Switchboard design. It's
ok for them to view but not to edit. It's also ok if they are generally
unable to access design view.  It is only casual curiosity and tinkering that
has to be stopped.  Thanks.

Convert your application to an MDE (or ACCDE if you're using the ACCDB
format in Access 2007)
