I have several database housed on network drives. 

My network administrator controls security. Recently a pop-up dialog box
started appearing, when you lauch the database through a File Explorer.

The message is "Open File - Security Warning" and tells you that the
Publisher is Unknown.

If you click ok, the database opens and every thing is fine; however, other
users can not open the database.

If you open Access first and open the database, multiple users can open the
database without any problem.

How do I make the "Publisher" known?
