MDE can't find custom toolbar

I'm new to MDE's. This example db lives on our P:Server\ and works fine, but
when I copy it to a laptop or C:\ drive and try to dbl-click open it, I get
the Security Warning dialog, click Open, then Access launches and I see a
blank Access window for a little while before a dialog pops-up that says,
Microsoft Access cannot find the toolbar, "v2", which the custom toolbar, and
the blank Access window.

What can I do to fix this?

Import the custom toolbar from your original db where you built the custom
toolbar.

Open the mde file.  File > Get external data > select file (original db) >
options > menus and toolbars.
