New to Access Security

I have set up an Access DB and Data Page for view across a WAN. (Not the
ideal, but workable) I am the only one who will edit the data but I want
people to be able to read the information. The challenge is, when someone is
reading the data, I get locked out from being able to write and make changes.
I am thinking this must be a surmountable challenge. I am not looking for the
answer here, as it probably is to lengthy to type. However, if someone could
point me to a good online source to study up on what I need to do, I would
appreciate it. Thanks in advance.

You need to split your database and provide each user with their own front
end - search the help for "split database".  You next need to apply
user-level security which is indeed a lengthy learning curve.  Start with
the FAQ (link on my web site) and practise on *copies* of your work.  Post
back if/when you get stuck.
