Ability for a non-Admins user to create new users

Does anyone know how to let a user who is not part of the admins group
have the ability to create a new user. Does anyone know how to do this
without making the user part of admins to create this task?

Thanks in advance for your help.

One method is to use a different mdw in production than what you used to
secure it with.  Read section 33 in the security FAQ.

Joan,

Thanks - I will try that - I have used 2 different mdw's in the past -
one for production and one for development but not for this purpose. I
used it so that I would not have to put any "real admin" usernames into
the production mdw and it has worked. I never thought of using that
technique for this purpose.

Thanks
Betty
