security menu access

I have a database that has both users with Ids and passwords, and also allows
minimal access using the Admin id which is only in the Users group.  This has
been working fine, but I found a problem with the security.  The people
logging in as Admin have access to the security menu and can create new ids
and passwords, but other accounts that in the same Users group do not have
this access.  I need to prevent all of the people in the Users group from
being able to go in and add users.

But they are creating new ids and passwords in their default system.mdw.
Any users they create will only be members of the Users group.

They aren't adding users in your secure mdw.
