user without admin privilleges was able to join his computer to do

AUCCESS
A few days ago a user in one of my customers' domains used his domain userid
to join his laptop to the domain.
The amazing part is that his ID does NOT have any admin privilleges. His ID
belongs to the standard Domain User group, plus several other groups for
distribution and QA work.
Did anyone experience such behaviour before?
What could be the root cause?
How can this be prevented?
All servers in this domain are fully patched to the latest level.

sorry about that. I thought about "Access" in terms of accessing, not the
product Access.
