Still can access my mdb using the default system workgroup file

Here is my problem. I created a workgroup file going through Joan Wild's
step-by-step instructions. I did this several time and was sure not to miss a
step. Still when I try to open the mdb through explorer using the system.mdw
it opens with full access. I used the ctrl-g and checked that it was using
the system.mdw. I did find one other posting who had this issue and she said
she had to create it manually. Does anyone have any ideas how to fix this or
how to create a workgroup file manually?

Hi Jeremy,
What version of Access?  I may just be that the Users Group has permission
to Open the database object.  If you open via Windows Explorer with
system.mdw, can you then do anything?  Check the permissions on the Users
Group in Tools, security, permissions for *every* object.  Check the
permissions on the Admin User for *every* object.  Check the ownership of
*every* object on the owner tab.

Post back with what you find.
