Looking for simple 2 password database

I am looking for a easy way to secure a database in access 2003. i need 1
password for people to open and use forms and reports, and 1 master password
for the administrator (me) to change forms, reports, and view tables, etc.
Please help.

Distribute your application as an MDE, and they won't be able to change the
forms and reports.
