Unable to open an access database, getting error

I am getting an error when I try to open an access database.  I get the error
"You do not have the necessary permissions to use the 'C:\folder\file.mdb'
object.  Have your system administrator or the person who created this object
establish the appropriate permissions for you"

Well, the user who is having this issue IS the person who created the object.
When I run the file through Advanced Office XP Password Recovery, it reports
a ton of users, but no passwords.

How can I force Access to use a certain username and let me in?

Sounds like you are joined by default to a workgroup that requires a login.

Access ships with a workgroup file called system.mdw.  This is used for all
sessions of Access, silently logging you in as a user named 'Admin'.  Part
of implementing security is to create a new mdw and set a password for
Admin.

Do a search for all mdw files on your computer.  Go to Tools, Security,
workgroup administrator - it will tell you which one you are joined to by
default.  Try joining the system.mdw workgroup file that ships with Access.

If nothing works, try renaming every mdw file you find.  Then open Access -
it'll create a nice new mdw file for you that requires no login.

I get this error too.  The difference is the password is expected.  I created
a staging area for my database.  They database will open for me but not for
the users.  Should I search for all mdw's and delete or rename?  Should this
affect anything else?  I copied the mdw from the prod version.  I linked the
staging one to the staging mdw.  Again, it works for me but not the ones who
will test it.
Would greatly appreciate any help.

Do not just start deleting mdw files.  If it won't open for the users:
1. - are they using the mdw file that you used to secure it with? i.e. are
they joined to this mdw, or are they using a shortcut that specifies this
mdw?
2. - do they have Open permission on the database object?
