After failing to properly secure a database, I logged onto my workgroup file
and imported all objects into a new database and set permissions.  This
succeeded in securing my file, but the custom toolbar did not come with it.

Is there any way to port a custom toolbar across data bases?

If you press the [Options >>] button when the import dialog is up you get
some more choices and "Menus and Toolbars' is one of them.
