I have searched and read many threads concerning this, but I am still
confused. Here is my shortcut:

"C:\Program Files\Microsoft Office\Office10\MSACCESS.EXE" "c:\gasopsdb\
customer.mdb" /wrkgrp c:\gasopsdb\workgroup\measurement.mdw"

This errors out and I get MSAcces could not fine measurement.mdw. What am I
missing?

Is that a literal copy-and-paste? You're missing a double quote at the
beginning of the mdw file name.
